Tanbreez would mine and concentrate rare earth ore in Greenland, then send the difficult chemical work abroad. Its first phase targets 15,000 tonnes a year of mixed concentrate, including heavy rare earth material intended for separation in the United States. The project has a 30-year licence, but no reported commercial output, declared mineral reserve or fully funded construction plan. The 1.5-million-tonne USGS figure is a national estimate; Tanbreez itself has not declared a mineral reserve. 2 5

The attraction is material diversity rather than a published annual total for any one oxide. Tanbreez has not disclosed reliable separated figures for neodymium, praseodymium, dysprosium or terbium. Proposed buyer contracts improve its route to market, while customer testing and US processing still have to work. 11 Greenland is unlikely to ship sustained commercial concentrate by the current 2029 target, and a domestic oxide or magnet plant is outside the 2030 base case. Kvanefjeld remains blocked after its mining application and licence renewal were rejected under the uranium rules. 17 18

Greenland granted exploitation licence MIN 2020-54 over an 18-square-kilometre area in August 2020 for a 30-year term. The related impact benefit agreement sets annual targets for Greenlandic employment and local procurement. It also tracks education and training under the same local-benefit framework. Those decisions give Tanbreez a more serious legal and social base than an exploration prospect. 2 4

The licence does not authorize every activity, since the approved environmental documentation still requires detailed exploitation and closure plans. Construction and processes need separate approvals, as do vehicles and equipment. Critical Metals' annual filing also sets deadlines for plans and financial security, while exploitation must begin by the end of 2028. 3 6 Public material at this cut-off did not establish that every condition had been completed.

Critical Metals' April 2026 technical report is the strongest check on the phrase mine ready. It reports about 44.9 million tonnes across the Fjord and Hill zones, but it classifies Tanbreez as advanced exploration and resource delineation. The March 2025 economic assessment remains preliminary because it includes inferred material and declares no mineral reserve. 5 7

A US$30 million acceleration program approved by Critical Metals targets first ore around the turn of 2028-29, followed by concentrate exports in the third quarter of 2029. The Export-Import Bank's letter of interest covers up to US$120 million. Its proposed 15-year term does not turn the letter into committed debt or full project finance. 8 10 A credible schedule still needs finance and final approvals before construction can begin; production comes later.

The title is real. So are the uncompleted gates between a licensed deposit and a customer-invoiced shipment.

What the numbers say

The Tanbreez early study places crushing and dry magnetic separation at the Greenland site. Its design produces eudialyte and feldspar mineral products, with arfvedsonite recovered separately. Further mineral upgrading in the United States or Europe is explicitly outside the early study. 7 Limiting chemical processing at the Greenland site may simplify local waste handling, but it also sends processing risk and value abroad.

Eudialyte concentrate still has to be cracked, purified and separated into individual products such as neodymium, praseodymium, dysprosium and terbium oxides. Those oxides then need metal reduction, alloying and a magnet line whose products pass customer tests. A mine can ship on time while the strategic heavy rare earths remain trapped behind slow progress toward steady output at the later processing stage.

Ucore agreed to take up to 10,000 tonnes a year of heavy rare earth concentrate for its Louisiana facility. REalloys signed a binding purchase agreement in May 2026 covering 15% of Phase 1. The contract term begins with first delivery and runs for 15 years. Phase 1 is described at 15,000 tonnes of concentrate a year. Qualification is required, and a five-year cancellation deadline applies if first delivery does not occur. 11 12 Those conditions leave delivery risk open even though a buyer has signed.

The announced volumes should not be added because their scopes have changed or overlap. Earlier company material used a much larger tonnage for rare earth material, while Ucore described up to 10,000 tonnes of concentrate. REalloys now defines Phase 1 at 15,000 tonnes a year. EarthRarest uses the latest Phase 1 definition and keeps the other arrangements in their dated context.

Greenland's Mineral Resources Strategy 2025-2029 treats critical minerals as one route to economic diversification. It calls for closer EU cooperation and renewal of the United States minerals agreement. Geological mapping is another priority, with the Minerals Security Partnership Forum used to improve access to finance. 13 Partnership does not require Nuuk to approve every mineral deposit.

The EU and Greenland signed a raw materials memorandum in 2023. An EU factsheet says Greenland hosts 25 of the bloc's 34 critical raw materials. 14 15 American financing interest and purchase agreement pressure on Greenland have since grown. Multiple suitors let Greenland demand local jobs and public data before choosing an export route. Transparent revenue terms and infrastructure support can follow in the same negotiation.

Greenland's small population and lack of roads between settlements make each project a national economic decision. Dependence on fisheries raises the stakes further. An Arctic resource can be globally large while one missing road becomes a national budget problem. An ice-free fjord helps Tanbreez, but road and port works still need funding alongside the power supply. The benefit agreement turns those constraints into annual commitments that deserve public follow-up. 4

Greenlandic leaders have sought closer economic ties with both Europe and the United States while rejecting language that treats the territory as an asset to be acquired. The more accurate geopolitical story is competition to become Greenland's partner, under rules made in Nuuk. 16

Greenland's leverage comes from being able to choose between partners, and from being willing to leave some geology in the ground.

What the numbers say

Kvanefjeld, known locally as Kuannersuit, sat close to Narsaq and carried rare earths with uranium. Its proposed mine became central to Greenland's 2021 election as public concern focused on radioactive dust and tailings. Water risks became a separate fault line, while sheep farming and marine livelihoods also entered the debate around Narsaq. The uranium association defined the political choice rather than remaining a secondary by-product issue.

Greenland rejected the exploitation application on 1 June 2023 because it conflicted with the Uranium Act. After the refusal, the company sued in Greenland and pursued arbitration. The tribunal held in October 2025 that the claimed right to exploit could not be decided in that forum. Court proceedings continued, but litigation did not produce a licence. 17

The government's position hardened in June 2026 when Greenland rejected renewal of the exploration licence, finding that further exploration was unlikely to produce a deposit that could be exploited under the uranium law. 18 Kvanefjeld is therefore a legal and political case, not an advanced mine schedule.

No single developer can settle the wider lesson because Greenland wants mineral investment on terms that include credible waste controls and transparent local benefits. Respect for the island's power to say no remains part of what makes a project developable.
