Nigeria has a production estimate without a clear account of what was produced. USGS puts 2025 mine output at 1,500 tonnes of rare earth oxide equivalent, about 0.4% of the world total, while reporting no national reserve figure. The public record does not identify a dependable split for neodymium, praseodymium, dysprosium or terbium. 1
The Uke plant in Nasarawa is the project to watch. Government and inspection reports describe US$400 million of investment and claim 18,000 tonnes a year after expansion. They do not say whether that number covers ore entering the plant, mixed material or finished rare earth products. It should not be added to global supply until feed, recovery and product quality are published. 5 6 Nigeria may commission the plant by 2027, but audited output near the headline capacity is unlikely by then. The more plausible 2030 role is mined or partly processed feed, with no large domestic permanent magnet industry.

Mine
USGS estimates 1,500 tonnes of rare-earth oxide-equivalent for 2025 but provides no national reserve figure. Project-level sources do not reconcile the mine feed behind that total. 1

Monazite is being sampled and characterised across several states, yet the public record does not provide a national product stream or recovery series. 4
Separation

Metals and alloys
No material Nigerian rare-earth metal or alloy operation was verified. The Hasetins description combines rare earths with critical metals and does not identify a metal product slate.
Permanent magnets
No commercial Nigerian neodymium-iron-boron (NdFeB) or samarium-cobalt (SmCo) magnet plant was identified at the cut-off. The current policy and construction evidence stops at ore upgrading or processing. 7

Leading mine producers
World share and tonnes, 2025 estimateUSGS revised Nigeria's 2024 mine output to 1,500 tonnes and held that estimate for 2025. Its table left national reserves blank, keeping geology less certain than production. 1 The output is less than one half of one percent of the rounded world total, yet it is enough to place Nigeria above Vietnam and Malaysia in the named producer list.
Unlike the Madagascar row, USGS does not footnote Nigeria as an estimate built from reported Chinese imports; nor does it label the output as reported. 1 Nigeria's national total should stay labelled as an estimate until a primary production series can be reconciled against it.
China's monazite trade offers context without closing the gap because USGS has previously identified Nigeria among important sources of imported monazite concentrate. 2 A trade route can support the plausibility of mine output, but it says little about reserve life or how much NdPr survives processing.
Nigeria has crossed the threshold from geological possibility to estimated supply. The next step is a production account that names the mines and products.
What the numbers say
Nasarawa's governor broke ground at Uke in November 2025 for what the federal government called a US$400 million rare-earth and critical-metals processing plant. The release gave the new phase 12,000 tonnes of annual capacity. 5 It did not disclose an engineering and construction contractor or the capacity basis, leaving the claim without a material unit.
Federal inspectors reported construction progress at Uke in June 2026. The accompanying account described 12,000 tonnes of new capacity alongside an existing 6,000-tonne operation. 6 The wider 18,000-tonne claim combines those two figures, though feed and product remain unnamed. Until both are defined, the figure belongs in a published list of claims rather than a chart of separated oxides.
Making the plant credible enough to model requires six disclosures, starting with an identified raw-material plan and a process plan showing where every tonne goes. Public permits should then name the product and residue route. A financing close and trial production schedule would show when the circuit can run. A product specification accepted by a customer completes the file. A site visit does not prove that the process works.
The Nigeria Geological Survey Agency says its national mineral-exploration programme selected 15 targets across five states. The western group covers Kwara and Ekiti, with Ogun between them; Nasarawa and Plateau extend the screen farther east. Field teams collected 284 rock samples from those targets, a first pass rather than a resource estimate. 3 The same programme took more than 2,400 soil samples, showing the breadth of the screen rather than the scale of an economic rare-earth deposit.
Nigeria's Raw Materials Research and Development Council (RMRDC) separately collected and characterised monazite samples in Kano and Kaduna during early 2025. Taraba and Plateau were also covered, with Bauchi completing the five-state programme. 4 Its project page marks that laboratory phase complete but publishes no resource tonnage. The work can identify minerals and impurities; a reserve still needs drilling and processing tests, followed by an economic mine design.
The unresolved feed gap is more useful than another regional heat map. A journalist can ask whether Hasetins will use domestic monazite or imported feed, including any blend of the two. The answer can then be compared with the sampled states. Without a feed contract or mine schedule, the country's geology and its processing build remain two adjacent stories rather than one chain.
President Tinubu tied new mining licences to local value-add plans in July 2024. 7 The policy gives Nigeria a reason to support ore upgrading even when ore exporters prefer a quicker sale. Hasetins is now the visible test of whether that condition creates an operating circuit or another capacity announcement.
The mining ministry told investors in London that its policy aims to end the country's pit-to-port model. Officials also cited more than US$2 billion flowing toward lithium and rare-earth ore projects. 8 That aggregate covers more than rare earths and should not be assigned to Hasetins. A financing claim becomes useful only when it is project-specific and tied to a construction budget.
Local processing can retain jobs and assay knowledge, although a plant without stable feed may become an expensive shed. The 2027 audit should start with tonnes entering the circuit and saleable product leaving it. Tax breaks or licence language come after those two measurements because neither can substitute for customer approval.
The plant becomes rare-earth capacity when its raw material, recovery rate and saleable output can be checked in the same mass balance.
