Sweden's big rare-earth find is unlikely to be mined this decade.
The nearer route is recovery from material the iron-ore industry already handles. Per Geijer's 2.2 million tonnes remain a resource in the ground, not a mine.

Sweden's first saleable rare earth product may come from material its iron ore industry already moves. LKAB is building a demonstration plant in Luleå to recover phosphorus and a mixed rare earth product from apatite left by existing operations. The plant had its environmental permit and was targeting start-up by the end of 2026. 8 9
Per Geijer is the larger geological story, with 2.2 million tonnes of rare earth oxide contained in an inferred resource. That is material still in the ground, not a reserve or annual production. A commercial mine is unlikely before 2030. Norra Kärr offers possible dysprosium and terbium feed and an older study case of 5,340 tonnes a year of mixed oxide, but still needs environmental approval, updated engineering and construction finance. 2 18 Sweden can prove a useful recovery process this decade. Individual oxides, metals and qualified magnets remain later steps.

A deposit is only the first step. Statuses below describe operating capability at the data cut-off, not announced ambition.
Mine and feed
Malmberget residuals can supply test apatite before Per Geijer is mined. The Malmberget permit covering the feed plant was appealed. 12 13
Mixed oxide
Luleå construction began in January 2025 and process equipment was being installed in 2026. The target was operation by year-end. 8 9
Individual separation
LKAB plans a mixed rare earth oxide concentrate. Its REEtec investment offers a Nordic link but does not establish Swedish commercial individual oxide output. 14 15
Metals and alloys
The oxide-to-metal and alloy layer remains outside LKAB's disclosed Swedish process scope.
Permanent magnets
GKN cancelled a planned European magnet factory in February 2026, showing that progress in mining and early processing still lacks a robust customer for approved magnets. 16

World share and tonnes, 2025 estimateLKAB's 2026 update put the Per Geijer mineral resource at about 1.3 billion tonnes. Contained rare earth oxide remained at 2.2 million tonnes, still an inferred figure rather than a reserve. The industrial proposition also includes iron and phosphorus, which can spread costs across several products. 2 Kiruna already supplies rail and power, while its workforce brings underground mining knowledge that many European deposits lack.
The rare earth component remains inferred because modifying factors have not converted it to an ore reserve. Those factors test mining method and recovery before a reserve can be declared. Price assumptions and environmental effects also matter, as do permits and social constraints. A large contained-oxide number can coexist with zero output ready to sell for many years.
LKAB submitted an exploitation concession application for Luossavaara K nr 2 in 2023. The public tracker described continuing design studies and consultation, with environmental application work under way. A county response was expected in August 2026, another administrative step rather than approval. Mining Inspectorate action was indicated for late November, although no final concession decision was identified at this cut-off. 3
The EU combined Per Geijer with Malmberget under one Strategic Project in March 2025, with Luleå as the processing component. 4 Strategic Project status can coordinate a difficult sequence and set indicative time limits. It cannot create a reserve or issue Sweden's environmental permit, while an affected rights-holder still retains the right to appeal.
An April 2026 Stockholm Environment Institute case study found a significant risk that Per Geijer could violate Gabna's Indigenous rights. Mine infrastructure could affect the corridor linking winter and summer grazing grounds and further fragment the remaining connected land. The report assessed major or severe effects across the six conditions it examined. 6
Compensation for one disturbed parcel cannot solve the problem. Reindeer husbandry depends on movement and seasonal access, while snow or ice can close one route and force herders to adjust elsewhere. A corridor that looks narrow on a mine map can hold a landscape-scale function that is difficult to replace elsewhere.
SEI identified gaps in consultation and community influence, alongside an incomplete human rights assessment. Reuters reported that Gabna was prepared to challenge approvals in court. LKAB acknowledged the impact and said it sought dialogue with Gabna, with compensation and practical solutions on the table. 7 The concession and environmental stages can both be appealed, so a rushed decision may lengthen rather than shorten the schedule.
Sweden's July 2026 strategy framed critical mining as a national security interest. That increases political urgency but does not lower the legal or moral standard. A durable Per Geijer plan needs a rights-compatible design and an agreement with the affected community, not a claim that security automatically outweighs land use. 20
Strategic status can speed administration. It cannot make a migration corridor optional.
What the numbers say
LKAB started construction of the Luleå demonstration plant in January 2025. Process equipment installation inside the plant was under way by April 2026. The Land and Environment Court granted its environmental permit on 26 May, and the county tracker later recorded the ruling as final. LKAB targeted operation in autumn or by the end of 2026. 8 9
The plant is designed to test extraction of phosphorus and all 17 rare earth elements from apatite concentrate. This is a meaningful industrial step because it can produce real recovery and reagent data. Impurity behaviour and product quality can then be measured against actual feed. A trial production run is not yet a commercial refinery, and the reported SEK 800 million demonstration investment should not be shown as full-scale plant construction cost. 10
Initial feed can come from existing Malmberget iron ore residuals. The new Malmberget environmental ruling includes the intended apatite plant, but LKAB reported in August that the decision had been appealed. 12 13 Existing material can still enter the demo while that case proceeds, but a durable full-scale chain needs a final feed permit and separate investment decision.
The annual report published in 2025 places industrial scale-up in the following decade. 11 That newer schedule is more credible than older language pointing to commercial production around 2029. The demonstration is therefore the near-term test, while full-scale remains a separate project with its own finance and construction gates.
The most important Swedish rare earth result of 2027 may be a product assay, not a mine opening.

LKAB describes the intended ReeMAP product as a mixed rare earth oxide concentrate. 14 The material is more advanced than mineral concentrate and could feed a separation plant, though individual high-purity magnet oxides still require later processing.
A complete chain starts with individual separation and oxide-to-metal conversion. Neodymium-iron-boron alloy is cast into thin strips before it is pressed and heat-treated into magnets. Machining and coating prepare the magnets for customer approval before shipment. Each step has a different yield and capital need; technical ownership varies as well. Reporting only the contained rare earth tonnes at Per Geijer hides the stages where China's market power is strongest.
LKAB's investment in Norway's REEtec is an attempt to create a Nordic separation route. 15 Cross-border integration is not a weakness if the plant operates and contracts hold. It does mean a Swedish mine or Luleå plant should not be labelled a domestic mine-to-magnet chain.
GKN cancelled its planned European magnet factory in February 2026, exposing the fragility of later processing and factory plans. 16 Sweden's credible win by 2030 is a stable mixed-oxide source connected to commissioned European separation and magnet partners, without assuming complete self-sufficiency inside one national border.
The Swedish government granted Norra Kärr an exploitation concession on 27 June 2026. Its term runs for 25 years, letting the deposit proceed into deeper evaluation and environmental review. It is neither an operating permit nor a final investment decision, and mine construction still needs separate permission. 17
Conditions protect Hålaveden and the Lake Vättern drinking water interest. The Holkaberg Natura 2000 area and total defence receive protection as well. Under the redesigned concept, chemical processing moves away from the mine and the proposed footprint shrinks. The county says substantial investigation remains and that the environmental process must define the actual scale and protections. 19
A company early study from 2021 modelled about 5,340 tonnes a year of mixed rare-earth oxide from part of an inferred resource. 18 Its 26-year mine life remains preliminary because the model relies on older assumptions. An updated study must define the offsite chemical location and water design. Waste controls and recoveries also need work, followed by finance and a purchase agreement.
Norra Kärr matters because its basket includes heavy rare earths such as dysprosium. The strategic value can support policy and customer interest, but it cannot replace a full Environmental Code review beside Lake Vättern or turn an early study into a reserve.
