Vietnam's strongest near-term rare-earth asset is already in Hai Phong. Shin-Etsu has made high-strength rare-earth magnets there since 2016 and announced capacity of 2,200 tonnes a year after expansion. The site also refines and recycles material, although the cited company records do not show that its routine feed comes from Vietnamese mines. 12 13

Mining is far behind the factory. USGS estimated just 150 tonnes of rare-earth output in 2025, about 0.04% of the world total. It now lists 3.5 million tonnes of reserves, 84% below the former 22 million-tonne estimate. 1 2 Dong Pao remains undeveloped, other northern deposits have no verified commercial output, and a former domestic processing route was suspended during a criminal investigation. 5 9

Growth before 2030 is therefore more likely to come from imported or recycled feed used in metals and magnets. A proposed LS Eco Energy line could make samarium metal from Lynas oxide, but its capacity is undisclosed and commercial batches still need to appear. 14

USGS placed Vietnam at 22 million tonnes of reserves in January 2024. 3 Its January 2025 edition reported 3.5 million tonnes and said country estimates had been revised using company or government reports. 2 The agency kept 3.5 million in the 2026 table.

No public reconciliation identifies which deposit tonnes changed category, so reserve confidence fell while the geology still needs deposit-level economic work. Calling the revision a loss would confuse a reporting boundary with a mine face.

Dong Pao illustrates the category problem through a 2025 academic study describing about 60 orebodies. The study estimates more than 4.7 million tonnes of contained rare-earth oxide. Across those bodies, the reported average grade sits near 5.96%. 5 The resource method and cut-off do not turn those numbers into a national economic reserve.

Vietnam's 150-tonne mine estimate says more about pace than its reserve rank. That output represented less than one twentieth of one percent of the world total. The USGS world estimate put that total at 390,000 tonnes. 1 A smaller reserve headline still dwarfs current flow, leaving licence quality and processing evidence as better questions than whether the country ranks fifth or sixth.

Retiring the 22-million-tonne claim changes no operating reality. The useful question is which deposit can actually be financed.

What the numbers say

Dong Pao in Lai Chau is associated with metasomatized carbonatite and limestone. Bastnaesite-group minerals occur with fluorite or barite, while weathering upgrades parts of the near-surface profile. 5 This is a hard-rock and weathered-ore project, not a copy of Myanmar's ionic clay hills.

Nam Xe carries monazite and bastnaesite within hydrothermal or carbonatite-related systems. Research identifies two mineralizing episodes, which helps explain a complex orebody before it says anything about recovery cost. 6 A plant still needs to separate rare earth minerals from gangue and manage radionuclides.

Yen Phu includes fergusonite and xenotime, while separate work also finds monazite and a stronger yttrium or heavy-rare earth character. The district sits at the center of the 2023 enforcement case involving Thai Duong Group and Vietnam Rare Earth JSC. 7 Valuable chemistry did not protect a weak licence and tax trail.

Vietnam's mineral plan identifies ten separate rare earth projects for development. It assigns them around 2.02 million tonnes a year of crude ore capacity by 2030. 4 Crude ore includes gangue, so a direct comparison with 150 tonnes of contained rare-earth oxide would be meaningless. The planning figure says where Hanoi wants the sector to go; construction evidence says how far it has moved.

Shin-Etsu began operating its Hai Phong magnet plant in 2016. The initial design provided 1,100 tonnes a year of magnet capacity. A later expansion lifted announced magnet capacity to 2,200 tonnes a year. Separation or refinement feeds pressing and sintering within the same site. 12 Current utilization is not public in that release, which keeps capacity separate from output.

Shin-Etsu's 2025 annual report identifies recycling as the plant's newer advantage. It says the Vietnam system combines recycled material with raw-material refining before producing finished magnets. 13 A new recycling or refining plant is also under development, giving Vietnam a circular feed route before a northern mine reaches scale.

No cited company document says Vietnamese ore is the routine feed. That missing origin line matters because a factory can reduce reliance on Chinese magnet production while still importing oxide or metal. Country of manufacture and country of extraction answer different security questions.

LS Eco Energy adds a second industrial route through a preliminary agreement signed in March 2026. Under it, Lynas oxides would be converted into rare earth metal in Vietnam, starting with samarium and targeting the fourth quarter of 2026. 14 The deadline is close enough to verify soon; a commercial batch will count after a customer approves it, while a memorandum will not.

Vietnam's amended geology and minerals law took effect on 1 January 2026. It reaffirms the ore-export ban and restricts refined-product exports as part of that strategy. 10 The law also pushes deep processing at home, although Reuters expected little immediate trade effect because national refining remained thin. 11

The Thai Duong and Vietnam Rare Earth case shows why the government tightened control. Police alleged illegal mining or raw-ore sales by the companies. They reported seizing 13,715 tonnes of ore in 2023 during the investigation. 7 A former deputy environment minister was arrested the following year as the investigation widened, but these remain allegations unless a court record establishes guilt. 8

Enforcement removed questionable material from the chain, though it also suspended the processor foreign developers expected to use. Any clean restart needs transparent auctions and royalty records, while investors will want a predictable rule for exporting products that Vietnam cannot consume locally.

Dong Pao carries a natural radiation baseline before mining begins. A peer-reviewed study measured radionuclides and biological indicators among local residents, then concluded that deposit-area ionizing radiation posed a health hazard. 15 The work establishes a baseline rather than proving mine pollution. Any developer's environmental review must show whether later excavation changes that baseline.
